Chapter Formation Procedures of ALSID

The Association of Liberian Shippers in the Diaspora, Inc. (ALSID Inc.), is to ensure consistency, inclusiveness, and accountability as the organization expands globally.

. Eligibility and Petition for Chapter Formation

• A minimum of 7 financial members of ALSID Inc. residing in a specific geographic area (e.g., U.S. state, European city, West African country) may initiate a request to form a chapter.
  • Interested members shall submit a Chapter Formation Petition to the ALSID Inc. National Secretariat, which includes:
  • Full names and membership IDs of the founding members
  • Proposed name and jurisdiction of the chapter (e.g., ALSID–Minnesota Chapter)
  • Brief rationale for the chapter and outline of local needs
  • Proposed geographic scope and estimated number of potential members

Review and Approval

• The ALSID Inc. Executive Council (EC) shall review the petition within 30 days of receipt

  • The EC will assess alignment with ALSID’s constitution, strategic goals, and regional balance.
  • Upon approval, the chapter will receive:
  • A Chapter Charter Certificate
  • A unique Chapter Code
  • ALSID Inc. branding and operational guidelines
  • Access to administrative onboarding tools and support

  • Within 90 days of chapter recognition, the chapter shall hold democratic elections for the following core positions:

Registration and Activation

  • After elections, the Chapter shall:
  • Open a local bank account in the Chapter’s name (with dual signatories and fiscal oversight)
  • Submit its final By-laws, signed Code of Conduct, and officer profiles
  • Begin monthly reporting and contribute to national dues, data collection, and programming

Compliance, Reporting & Evaluation

  • Each ALSID Inc. chapter shall:
  • Maintain up-to-date membership records and dues payments
  • Submit quarterly activity and financial reports
  • Participate in annual General Assembly meetings and policy summits
  • Align with all national standards for transparency, gender equity, and professional ethics

Suspension or Revocation of Chapter Status

  • ALSID Inc. reserves the right to suspend or dissolve a chapter if:
  • It becomes inactive for more than two consecutive quarters
  • It engages in unethical, noncompliant, or reputationally damaging conduct
  • It fails to adhere to the national constitution, reporting standards, or election procedures
  • Disciplinary action shall follow due process, including a warning notice, formal review, and an opportunity for response.
